USD Forks strange leak

A little frustrated with my rebuilt front forks, has stantions rechromed no leaks all good.
Then after a few rides noticed fork oil seaping from the collar on the upper fork tube (anodised section).
When I assembled them I had the collars moving on me as I was putting in the fork seals I Had to knock them back and secure in a vice to stop them moving. I have never had these move before
I did think at the time there was a possibilty of leaks and they havent let me down
Now I did try a little heat to the collars to enable me to feed in some loctite hydraulic seal i had in the garage. But ehen I applyed some heat fork oil bubbled up....therefore a strip down.....again is needed
I Assumed these would be an interferance fit but if they move then somethings wrong..
I know its a weird one but does anyone know how these are fixed, or a good sealer I can feed into joint once i get collars hot while off the bike.
