You can test the float valve, but only to a certain extent, by checking it while the float bowl is off.
Whilst the carb is off, leave the float bowl off, connect the petrol pipe to the carb and hold the carb in your hand whilst switchin on the petrol. Do this over a bucket for obvious reasons.
If you gently lift and drop the float you can check the operation of the valve. Its only a rough test, but it can be helpful. Also give the float a shake to make sure its not damaged and lettin fuel in.

Right, I've reset the float hight using the the method described in that link (thanks mike) and just to double check the mk2's float hight is 16mm right? The old man is gunna run the bike up and see how it is tonight hopefully as i'm back away at work until friday so will update when i can,

Tang height is 16mm from top of float to carb body- just when it touches the valve pin to stop the petrol flow. Check the tickover needle for cronk blocking it and open the air/mixture screw 1 1/4 turns from fully closed. Make sure petrol is flowing into the float chamber when reconnected by opening the float drain screw.

Right so Dad ran it again last night after i reset the float hight and was no different in fact petrol was pissing out the over flow, and it would stop when he hit the kill switch or the ignition all of a sudden, any ideas what might have caused that?

Pure coincidence I would say, the floats are either duff, i.e. not floating, or the inlet valve is still sticking open.
There seems to be more than one problem going on here.
Try and get a reliable petrol supply before moving on to other area's.

Well guys i finally found out what it was.... Was the slide not seating proper so she's all back in as should be and running like a dream:) feel a bit stupid now i know what the problem was,
