There could be several issues going on, but to start with.
Is the filter clean, and oiled?
Is the compression reasonable, it should be hard to push the kick lever down with an ungloved hand ?
The exhaust should be carbon free, and the tail pipe decoked.
Make sure by observing, the power valve is actually turning, and not gummed up, also check the alignment marks when running.
The same for the autolube pump setting, check it's correct setting.
All of the above being in order, you could raise the needle one notch at a time. This is done by lowering the needle clip.
Generally there on the middle setting, but one notch of raising makes a staggering difference.
Check the main jet size as well, whilst your in the carb, ditto pilot jet.
Check the pilot jet setting, though it's input is far less dramatic.
